1st Town Marshal - Oliver
Rule - 1870
Little
historical information is available about the department and the officers
due to the lack of record keeping, especially photos, in the city's early
years.
For many years the department consisted only of a
town marshal. Oliver Rule was the first Marshal in 1870. Early town marshals patrolled on foot
and wore street clothes. The community was so small that everyone
knew them and knew that they were the Marshall so no uniforms were
necessary.
In later years,
the town marshal was assisted, on special occasions, by 1 or 2
officers who
were city maintenance employees with no law enforcement
training. Shown here, is an early police badge used by
Merl Utsler in 1958 when he was a city maintenance employee. Merl
later served the City as Fire Chief for 18 years.
The
most significant event impacting the professionalism of Iowa law
enforcement was state legislation creating the Iowa Law Enforcement
Academy and mandating that all Iowa police officers be certified by the
Iowa Law Enforcement Academy. The officers are required to complete
a twelve week basic course at the academy. The officers return
annually for additional in-service training.
Today,
all sworn officers on the department are certified by the Iowa Law
Enforcement Academy. The officers are required to complete a twelve
week basic course at the academy. The officers are required to
return annually for in-service training and are also required to qualify
annually with firearms to maintain certification.
Most of the
information about the departments past is stashed in boxes and packed away
in the basements and attics of family members and descendants of
those officers. If you are a former officer, or a family member or descendant
of a former officer, and would
