present were:
Mayor Ruth Randleman,
Council members Doug Hammerand, Eric Mahnke, Blair Dewey and Frank Shultz,
Deputy Clerk/Treasurer Kay Black and City Administrator Neil Ruddy.
Councilmember Drew Merrifield was absent.
Also present were Mahala Cox, Brent Spear and Troy Bass of the Warren
County Emergency Management Office and City department heads Ron Fox, Scott
Burger, Jack McCuen, Steve O’Braza and Bob Berning. Mayor
Randleman called the meeting to order at 7:00 P.M. Motion
by Shultz, second by Dewey to approve the RENEWAL OFF-PREMISE LIQUOR, WINE OR
BEER LICENSE FOR JUS CHIC AT 90 SCHOOL ST..
Motion carried unanimously on the following roll call vote: Shultz –
Aye, Dewey – Aye, Mahnke – Aye, Hammerand – Aye. The
draft Carlisle, Iowa MULTI-HAZARD EMERGENCY OPERATIONS PLAN was received and
filed. It was noted that the emergency notification and resource
contact lists are the most important part of the plan and that it is important
for all department heads to keep their lists up to date. The
status of the City’s NIMS COMPLIANCE was reviewed.
Mahala Cox stated that a notarized letter stating that the City is NIMS
compliant should be submitted and that the NIMS compliance worksheet does not
have to be included. A
TABLETOP TRAINING EXERCISE
ENTITLED OPERATION DOROTHY WAS CONDUCTED. It
included tornado, power outage, water system damage, evacuation and mass
casualty scenarios. Areas
identified for improvement included the contractor and outside agency resource
lists, back-up generation at the Emergency Operations Centers and the
substitution of plain text for 10-codes in communications.
