Council members Drew Merrifield, Doug Hammerand, Blair Dewey and Frank Shultz
and City Administrator Neil Ruddy. Mayor
Ruth Randleman and Councilmember Eric Mahnke were absent.
Also present were Terry Lutz and Derick Anderson of McClure Engineering,
Randy Campbell of USDA Rural Development and Public Works Superintendent Steve
O’Braza. Mayor
Pro-Tem Dewey called the meeting to order at 7:01 P.M. Terry
Lutz presented information on the Avon Lake sewer extension project.
The original funded amount was $1,350,000 with a monthly cost range of
$35 to $40. Current cost estimates
are $2,150,000 for a gravity system with a monthly cost range of $50 to $54 and
$1,600,000 for a combination low pressure and gravity system with a monthly cost
range of $42 to $46. Approximately
50% of the cost will be covered by the Rural Development and CDBG grants and 50%
will be covered by the Rural Development loan.
Councilmember Mahnke arrived at 7:10 P.M.
The City will invest an additional $1,710,000 to oversize and extend the
system to the northwest gateway areas. The
differences between a low-pressure sewer and a gravity sewer were explained. Each
home will have a grinder pump that will be maintained by the City and the cost
of the hook-up to each home will be included in the project.
The low-pressure sewer is the preferred alternative because it can be
constructed more easily in Avon Lake’s narrow rights of way and high water
table and because it is less expensive. Easements
will be needed from each property owner. All
property owners will be invited to an easement discussion on May 2, 2006 at the
Avon Lake clubhouse. The
anticipated bid date is mid-June to early July. The
possibility of utilizing a similar financing package for a water system
extension was discussed. Motion
by Shultz to adjourn at 7:45 P.M. Seconded
by Dewey. Roll call vote: Shultz
