Mayor Ruth Randleman, Council members Drew Merrifield, Douglas Hammerand, Eric
Mahnke, Blair Dewey and Frank Shultz. Mayor
Randleman presided. Also present
were Fire Chief Scott Burger, City Administrator Neil Ruddy and Deputy Clerk Pat
Brehse. Jack
Lipovac and Clint Davis of HR-OneSource presented the draft of the City EMPLOYEE
HANDBOOK. Issues discussed were
managing overtime and compensatory time, drug and alcohol testing and the status
of paid volunteers. It was decided
to do more analysis of the way compensatory time and overtime are currently
used, to have post accident and reasonable suspicion drug and alcohol testing
apply to all employees, to have random testing apply to employees who are
required to hold a Commercial Drivers License and to have pre-employment testing
apply to all permanent employees. JOB
DESCRIPTIONS, including Deputy Clerk, Electric Superintendent and Public Works
Superintendent in the new format and City Administrator, Utility Billing Clerk,
Customer Service Clerk, Library Director, Electric Lineman and Volunteer Fire
Chief in the old format were reviewed. Residency,
vision, licensing and reporting requirements were discussed.
The department heads will work on updating the job descriptions.
The handbook and job descriptions will be reconsidered on April 10th. A
progress report on THE RECRUITMENT FOR THE DEPUTY CLERK/TREASURER POSITION and a
survey of salaries of office positions in similar cities were presented.
An informal interview will be scheduled for the week of March 13th.
