and called the meeting to order at 7:02 P.M.
Les Wolfe of Fox Engineering
reviewed the 2002 Carlisle Water System Master Plan and discussed the City’s
progress on implementing the plan’s recommended water system improvements.
It was noted that water usage has been relatively stable with an average
demand of 372,000 gallons per day and a peak demand of 640,000 gallons per day
in 2001 compared with an average demand of 333,000 gallons per day and a peak
demand of 650,000 gallons per day in 2006.
Production capacity has increased from approximately 900 gallons per
minute to approximately 1,400 gallons per minute through completion of the well
no. 6 project. Treatment plant capacity is 500 gallons per minute, which
could be increased relatively easily to 720 gallons per minute, through a DNR
variance. Existing storage capacity is
350,000 gallons. Based on usage,
recommended storage capacity should be at least the average daily demand, or
333,000 gallons and based on fire flow, recommended storage capacity should be
3,500 gallons per minute for 3 hours plus 20% of peak daily demand, or 760,000
gallons. A recommended improvement
is the addition of 500,000 to 750,000 gallons of storage capacity.
The estimated cost of storage is between $1.00 and $2.00 per gallon.
Distribution system improvements have been completed to loop Circle
Drive, Lindhardt Road/Woodland Drive, N. Garfield Street and Jefferson Street
and to add 12” trunk mains on 3rd St., Market St. and Highway 5.
Recommended distribution system improvements are completion of the 12”
trunk mains between Linden Street and Irwin Drive, through the school campus
from the School Street alley to Highway 5 and from Highway 5 to SE 64th
Avenue. Other completed improvements include the establishment of two
water connection fee districts, the establishment of a GIS system and the
implementation of polyphosphate treatment for corrosion control. The highest priority
improvements are back up power at the wells and treatment plant, completion of
the 12” trunk distribution mains and additional storage capacity.
Staff was directed to work with
Fox Engineering to develop a proposal for water system improvements. Mayoral proclamations for June
28, 2007 as “Union Pacific Railroad Day” to commemorate the stop of steam
locomotive no. 844 and the Corn Belt Rocket Tour in Carlisle and June 29, 2007
as “Dr. Forrest C. Shaklee Day” to commemorate the dedication of the Shaklee
Memorial in Carlisle were received and filed.
